My bud and I went to the F1 race at COTA and were considering getting a scanner next year. I can hardly ever understand the euro accented drivers over their engine noise but it would be nice to have some commentary to know what is going on out of sight. Do scanners pick up audio from the entities that are broadcasting the race?

Generally not. When I used to attend a lot of NASCAR races, I would try to find a seat by a loudspeaker.

MRN broadcasts on a scanner channel at NASCAR races.

I've had good luck at Indycar nd IMSA races. F-1 uses digital transmissions and they don't work much anymore. Used mine at the 500 this year. If you attend an IMSA or Indycar race you can usually find a Racing Radios trailer and they will give you a frequency list.

Looks like rights have moved to sirius/xm, so to answer my own question i'll need that on a phone or something.

You would think they would want to make this easier to find out.

I don't they are trying to make it hard, but frequencies do change.

If you're only going to attend one or two races/year - rent one at the track. IMSA and IndyCar both usually have a place that will rent a radio and headset for the weekend. I have an old Uniden Trunktracker IV scanner that I use at the track cause I attend 5 or 6 races a year, but they are expensive. Mine is both digital and analog so I usually have it set the scan my favorite team with the highest priority (even the two or three freqs they use for the individual drivers), then safety cause I'm nosey, then my FRS channel so I can keep up with the wife, and lastly the broadcasters frequencies, yes, plural - several times you may find multiple broadcasters calling the same event and then you have their internal channels between the cameras, producer, and on-air personalities that can be hilarious to hear.
The comment about engine noise is a non-factor - these teams have serious tech in their equipment and what you hear when the TV broadcasts comments from the cars drivers is exactly what I hear: clear voice with little noise.

Yep that's a little more than I want to spend. Useful info though.

ask closer to the race next year. We're working on getting some sort of audio program onto either a low power FM or onto a licensed analog freq that inexpensive scanners can listen to

This is what I want to hear! I would be happy to donate a few bucks to get that going.
